We publish the following document because it provides useful information and background on the four-decades-long economic blockade against Cuba, its pernicious effects, and its place in U.S. global policy. It was originally presented to the United Nations Commission on Human Rights at the meeting of its Sub-Commission on the Promotion and Protection of Human Rights, fifty-fifth session, held in Geneva, July 28–August 15, 2003.
