Abstract

This book has been more than a critique of one immensely powerful bureaucracy; it raises some fundamental questions about the nature of capitalist development. For some, it may seem to call into question the very concept of progress. Is not civilization itself predicated on the exploitation of agriculturalists? Is it possible to construct reservoirs without uprooting people? Many will demand that I deliver proof that it can be done, that it has been done, sometime, somewhere.
