Abstract

I have been asked to comment on recent developments in India. The news of the crisis stimulated the recall of two illuminating experiences of a 1972 trip to India. At Hyderabad I gave a talk at the Community Development Institute. The audience consisted of community workers (village officials as well as local representatives of regional and national government departments) from many parts of India. They had been brought to the institute for several weeks of refresher courses.
