At one point in Regis Debray's Revolution in the Revolution? (MR, July-August 1967, p. 59) he criticizes the Monthly Review editors for attempting to formulate strategical concepts of revolutionary warfare in Latin America from the armchair, so to speak, without basing those concepts on the accumulation of tactical data. Debray, it seems to me, has committed what amounts to the same mistake by elaborating a doctrine based on much too little in the way of tactical experience, to say nothing of misreading that experience upon which he bases himself. This article can also be found at the Monthly Review website, where most recent articles are published in full.
