Abstract

September 3rd was celebrated in China as the 20th anniversary of the victory of the Chinese People's War of Resistance against Japan. To commemorate the occasion, Lin Piao, Vice Premier, Minister of Defense, and Vice Chairman of the Central Committee of the Communist Party of China, published a long article entitled "Long Live the Victory of the People's War!" (English translation in Peking Review, September 3, pp. 9-30). This article has been widely, and no doubt correctly, interpreted as an authoritative statement of the official Chinese position on the state of the world and what can and should be done about it. Since the bourgeois press is not particularly reliable in matters affecting the socialist countries, and since not everyone has access to the text of Lin Piao's article, it seems desirable to combine a discussion of the Chinese position with a condensed summary of what the article actually says.
