Abstract

How well I remember the excitement at Punta del Este two years ago, when the Alliance for Progress was born! In an atmosphere clamorous with speeches, statements, and promises, with the comings and goings of ministers surrounded by secretaries, ambassadors, and a beehive of newspapermen, how well I remember the grinning faces and the eager hands extended toward the mirage of dollars which floated in the air like the heavy scent of pines.… Of all this-what remains now?
