Abstract

When a country had a long and chequered history, it gives enough material, it supplies enough material for any party to support any claim. —Indian Prime Minister Nehru in the Lok Sabha, September 4, 1959. Mr. Nehru, in the statement quoted above, was talking about Tibet, but what he said applies to the whole vast mountainous region which India shares with her neighbors to the north. It would be hard to find any part of the world with a longer or more checkered history. And the claims of all parties concerned are numerous, conflicting, and plausibly supported by historical material.
