Abstract

The argument of the preceding parts of this essay on American foreign policy can be summed up in the following four propositions: ( 1) The primary purpose of foreign policy under conditions of developed monopoly capitalism is to provide the justification for the maintenance of a huge (and growing) military establishment. This is the only acceptable way to keep the economy going at anything approaching a reasonable level of income and employment, and it is an indispensable condition for the preservation of a far-flung and readily exploitable economic empire.
