Abstract

There is serious danger in the discussion of the economic and social problems of underdeveloped countries of paying so much attention to individual trees as to lose sight of the size and the contours of the forest. To be sure, the number of obstacles blocking the backward areas' road to progress is legion, and the adequate comprehension of all and each of them represents a challenge to the analytical zest and ability of economists and other social scientists.
