Is the Marshall Plan an Instrument of Peace?
AbstractThe annual question of how much money should be appropriated to carry out the purposes of the Marshall Plan is again before the Congress. It is a good time to recall what those purposes were supposed to be and to examine the extent to which they are being realized in practice.
