Western socialists have been inspired during the past 30 years by the emergence of third world liberation movements which offered new possibilities beyond the stale European-originated reality of the "socialist bloc." At the same time scientific and technological evolution has continued with fanfare and at a rapid pace. Countries trying to exercise new ideological options for development were led to evaluate this science which emanated from the old oppressors yet seemed essential to progress.
