Doctors and Socialized Health Care in Québec; Reply to Osterman by Errol Black

Abstract

The article appearing recently in Monthly Review (September 1981) by Errol Black entitled "Dealing with the Doctors: The Canadian Experience" is both simplistic and misleading. As with most commentators from English-speaking Canada, Black fails entirely to consider the singular exception of the medical insurance system in the province of Quebec, which, while retaining a fee-for-service method of payment for physicians, has virtually none of the faults of the plans in the other nine provinces to which his article refers.
