The article appearing recently in Monthly Review (September 1981) by Errol Black entitled "Dealing with the Doctors: The Canadian Experience" is both simplistic and misleading. As with most commentators from English-speaking Canada, Black fails entirely to consider the singular exception of the medical insurance system in the province of Quebec, which, while retaining a fee-for-service method of payment for physicians, has virtually none of the faults of the plans in the other nine provinces to which his article refers.This article can also be found at the Monthly Review website, where most recent articles are published in full.
