Abstract

An Indian Planning Commission document (Fourth Five Year Plan, 1969-1974) tells us that no significant reduction in income disparities can be brought about through fiscal measures aimed at redistributing incomes. This is because "whatever surpluses can be mobilized from the higher incomes of richer classes are needed for investment in the economy to lay the basis for larger consumption in the future."
