Abstract

The Johnson administration has been steadily escalating the war in Vietnam since the end of the New Year's bombing pause, and all indications are that further major steps in the same direction will soon be taken. That this is the meaning of Westmoreland's highly publicized return to the United States is taken for granted in Washington.
