Abstract

The Cold War is still very cold in the Middle East and constantly threatens to flare up into renewed hostilities. Even though the Arab summit meeting at Cairo refrained from taking any decision to wage all-out war against Israel, there have been various calls for renewed guerrilla action-s-even Tunisia's usually mild-mannered Bourguiba asked for the formation of units of infiltrators who would "work inside Palestine for a solution to the problem." Other measures, short of war, will probably include the diversion of the Hasbani and Banias rivers, which feed the Jordan, in retaliation for Israel's diversion of the waters of the Sea of Galilee
