The Alliance for Progress held its annual meeting in Sao Paulo, Brazil, during mid-November, 1963. Delegates from twenty American countries were welcomed by Joao Goulart, President of Brazil, who called upon the Latin Americans to unite for the protection and promotion of their common interests. In his address President Goulart did not refer to "aid" nor did he mention the United States.
