Abstract

I have been asked to give an economist's view of the present situation. The great question which overshadows everything is whether Russia is planning aggression, for, if not, our whole policy is nonsensical. I do not suppose that an economist has any better means to form an opinion on that question than anyone else, but there is one point on which it seems to me that it is necessary to try to think clearly, and that is the distinction between military and ideological aggression.
